Spurred by high interest in the 2008 election, officials in states like Pennsylvania, North Carolina, and Oregon are reporting record or near-record numbers of voters on the rolls. Recently, the integrity and operability of these lists has been the focus of both a task force of the National Academies of Sciences and a hearing by the Senate Rules Committee.

The notion of “voter access” spans a large number of demographic groups, including senior citizens, individuals with disabilities, and voters with limited English proficiency. A new report from the Brennan Center examines another such group—people with previous criminal convictions—and lays out a set of recommendations for ending the felon disenfranchisement policies that are in place in most states.

Voters overseas, both military and civilian, present unique problems in terms of ballot transmission, return, and security for election administrators nationwide. These issues are likely to be exacerbated this November by the high levels of interest in the presidential election. On April 15, the Committee on House Administration held a hearing to examine these challenges.

In this analysis, researchers at the Heritage Foundation attempt to replicate the results of researchers at the Eagleton Institute of Politics, arguing that some of the earlier findings are unfounded.
This report details arguments about the shortcomings of electronic voting machines, focusing on anecdotal information from the 2004 election.
This report explores one of the fundamental claims being made in the Indiana voter ID case--that a large number of people would be dienfranchised because they lack the necessary ID--and suggests that the problem may not be as widespread as some have argued.
In this report, the authors' analysis suggets that stricter voter identification requirements can be associated with lower turnout and makes recommendations for action by the EAC on issues related to voter ID.
Research Projects
As part of its broader research focus on elections, campaign ethics, campaign finance, and the legislative process, the Center for American Politics and Citizenship at the University of Maryland is engaged in research projects on voting technology and ballot design specifically.
This project aims to evaluate the current state of reliability and uniformity of U.S. voting systems; to establish uniform attributes and quantitative guidelines for performance and reliability of voting systems; and to propose specific uniform guidelines and requirements for reliable voting systems
Part of the Institute for Governmental Studies at the University of California at Berkeley, the Election Administration Research Center (EARC) aims to improve the administration of elections.
Directed by early voting scholar Paul Gronke and housed at Reed College, the Early Voting Information Center provides news and research on and a state-by-state overview of early voting issues.
Election Law @ Moritz, run through Moritz College of Law at the Ohio State University, contains both explanation and commentary on a wealth of election reform issues from a legal perspective.
