Will Vote-By-Mail Increase Participation? Evidence from California Counties (PDF)

While many advocates of voting-by-mail argue that it will increase voter participation, researchers continue to question this assumption. In a new study, Thad Kousser and Megan Mullin use a “natural experiment” in California to explore this question and find that the effects on turnout are mixed at best.
