Several million people serving in the military and/or living abroad are eligible to vote under the provisions of the Uniformed and Overseas Citizens Absentee Voting Act, or UOCAVA. For many of these individuals, the process is anything but smooth. A new report from the Overseas Vote Foundation explores the extent of problems with registration and ballot transmission and makes a series of recommendations to improve the laws governing and procedures used by the system.
