Report to Congress on State Governments' Expenditures of Help America Vote Act Funds (PDF)

After the passage of the Help America Vote Act in 2002, states received nearly $3 billion in funds from the federal government to improve their election systems. A new report from the Election Assistance Commission examines how this money was spent, highlighting the fact that the percentage of funds actually expended varies substantially across states.
