On Topic: Early and Absentee Voting
Last week the Military and Overseas Voter Empowerment Act was signed into law. This bill represents the largest overhaul in military voting since UOCAVA and the most substantial federal election law change since HAVA. Senator Charles Schumer's statement on the Senate Floor emphasizes its significance, and a factsheet summarizes the provisions of the MOVE Act.

Maintaining accurate registered voter rolls requires coordination and energy both to add first-time registrants to the database and maintain accurate registration information for existing voters. This report provides recommendations to improve the accuracy of voter registration databases.

A mailing campaign undertaken by the Washington Secretary of State focused on registering eighteen year-olds around the state to vote early. This report discusses the results of that campaign, finding that while registration increased among the target population, the cost of registration more than doubled per voter.
