Nearly a year has passed, and GAO experts continue to investigate the large number of undervotes cast in last November's election in Florida's 13th Congressional District. A new report concludes that while some completed tests provide assurance that certain components of the machines used functioned correctly, further examination is unlikely to prove with absolute certainty the system was not at fault. While the Supreme Court prepares to hear a case on voter ID laws--which are supported by some as a way to increase the integrity of the election process--researchers are also exploring whether certain policies create increased opportunities to commit fraud.
