Modernizing the process of voter registration requires coordination between election officials, motor vehicle offices, and public assistance agencies. Three states have already begun implementing their own modernization process; meanwhile, a survey of public assistance agencies probed the feasibility of using these agencies’ databases as the source for low-income citizens’ voter registration information.

Although states are continuing to pass laws and reach decisions to comply with the mandates of HAVA and related laws, Daniel Tokaji argues that the United States still lacks a well-functioning independent electoral management body.

This project aims to evaluate the current state of reliability and uniformity of U.S. voting systems; to establish uniform attributes and quantitative guidelines for performance and reliability of voting systems; and to propose specific uniform guidelines and requirements for reliable voting systems

Voting Technology Research Center (VoTeR Center)
University of Connecticut
The mission of the VoTeR center is to advise state agencies in the use of voting technologies and to investigate voting solutions and voting equipment to develop and recommend safe use procedures for their usage in elections.
