Further Testing Could Provide Increased but Not Absolute Assurance That Voting Systems Did Not Cause Undervotes in Florida's 13th Cong. District (PDF)
Nearly a year has passed, and GAO experts continue to investigate the large number of undervotes cast in last November’s election in Florida’s 13th Congressional District. A new report concludes that while some completed tests provide assurance that certain components of the machines used functioned correctly, further examination is unlikely to prove with absolute certainty the system was not at fault.
